Military, civilian and police personnel need opportunities to practice
their skills. A PPC exercise places participants in a realistic
situation and challenges them to design and implement some aspect
of a peace operation. The tasks that confront participants may vary
from planning an international intervention and deploying to the
field, to dealing with crisis situations. In turn, participants
must apply themselves to the situation and generate a practical
outcome. They are encouraged to act and to react as if they were
in actual operations. The exercise process provides a safe environment
in which they can review options, and learn from experience in a
context where the real-life cost of mistakes would be measured in
the loss of resources or lives.
The PPC has developed the Orion Peace Operations Training System.
The system can be used as a stand-alone simulation package, or can
be integrated in education and training offerings to reinforce teaching
points. Using the Orion system, participants can train in almost
any aspect of a peace operation, from conflict prevention, military
enforcement and peacekeeping operations to peacebuilding initiatives.
Emphasis is often placed on the dynamic of cooperation between the
different actors in a peace operation, including civilian, military
and police organizations.
The Orion exercise scenario is flexible, and may be adapted to
the training objectives of a variety of organizations. While many
of our clients are military organizations, civilians are using Orion
with increasing frequency and success. The size of participant groups
may also vary, from complex command post-style exercises involving
several hundred participants in a military headquarters to small
discussions or classroom settings. In all cases, a realistic setting,
together with tasks drawn from the study of modern peace operations
creates a training experience that can confirm knowledge, allow
participants to develop and practice their skills, and stimulate
original thinking on how to improve the effectiveness of action
in the field.
In addition:
- PPC exercises can be conducted using the proven exercise infrastructure
at the Cornwallis campus, or they can be adapted to locations
around the world;
- For client-led exercises, the PPC is able to provide experienced
role-players to represent a wide range of peace operations disciplines;
and
- The PPC is able to participate in classified projects, as many
of our faculty have Canadian and NATO industrial and/or military
security clearances.
