PPC Delivers Training At Canadian Land Forces Command and Staff
College
The Pearson Peacekeeping Centre (PPC) delivered a two-day peacekeeping
training module to the Canadian Land Forces Command and Staff College
(CLFCSC) transition course in Kingston on November 12 - 14,
2002. The CLFCSC trains junior officers to function as brigade HQ
staff in any operation, including peacekeeping. The PPC module on
peace operations was designed to ensure that officers can work more
effectively in the field, particularly in their relationships with
civilian and police actors.
The program focused on operational activities that international
military forces conduct in support of peace operations. The training
included presentations that provided a conceptual framework for
conflict as well as military security, law and order and ancillary
operations that military forces conduct in support of various activities
related to peace operations.
The program also included an exercise component. "Exercise
Blue Owl" was specifically designed by the PPC to provide participants
with practical problem-solving experience at the operational level,
within the context of a fictitious peace operation. Scenarios included
the development of a possible UN force structure, including the
employment of UN military observers, joint military/UN civilian
police law and order operations, demobilization, disarmament and
reintegration operations and support to various peace- building
activities.
The package was delivered by Colonel John Lesperance and Major
Ron Miller, while Peter Dawson was instrumental in developing the
exercise vignettes and associated documents that proved invaluable
to the staff of the CLFCSC during the exercise.
This program will be delivered to all future CLFCSC courses as
part of the "Operations Other Than War" series of the
Advanced Officer Course. The program highlights the PPC's commitment
to contribute to international peace and security through the provision
of professional development training to the Canadian Forces Officer
Corps.
